Can a Trump Account be converted to a Roth IRA?

After the growth period, Trump Accounts generally follow traditional IRA rules, including Roth conversions. Conversion is not automatic and is not necessarily tax-free. The taxable portion generally enters income in the conversion year. Confirm the trustee’s process and the tax consequences before moving money.

A conversion has three separate decisions

Open a question to see the explanation and its source.

When is it available?

Post-growth rules start January 1 of the year the child turns 18. Confirm operational availability with the trustee.

What is taxable now?

The taxable part of a conversion generally enters income for the conversion year. Basis needs separate calculation.

When can Roth money be withdrawn?

Converting does not make every later withdrawal tax-free. Roth distribution and five-year rules still matter.

Can I convert during the growth period?

An ordinary Roth conversion is not one of the permitted growth-period distributions. IRS Notice 2025-68 places Roth conversions among the traditional IRA rules generally applicable after that period. The calendar-year boundary is different from a guarantee that a particular provider supports a conversion on that date.

Is conversion tax-free or subject to a penalty?

Publication 590-A says a properly completed conversion generally avoids the 10% additional tax on the converted amount, but some or all may be subject to ordinary income tax. Money retained instead of properly converted can have a different tax result. This is not the same as a tax-free transfer between traditional IRAs.

How do family contributions affect the calculation?

Keep the account’s basis records. Notice 2025-68 distinguishes after-tax basis from earnings and contributions that do not create basis, and provides separate allocation rules for Trump Accounts. Do not assume the entire balance is taxable or that all deposits are tax-free.

Can the converted money be spent immediately?

A separate five-year period applies to each conversion for the additional-tax rules described in Publication 590-B. Taking money out within that period can trigger additional tax on relevant converted amounts unless an exception applies. These rules differ from the rules for a qualified Roth distribution; “converted” does not mean “freely withdrawable.”

Can I reverse the conversion?

Publication 590-A says conversions made in 2018 or later cannot be recharacterized back to a traditional IRA. Review the tax effect before proceeding.

Practical suggestions

These are Kids Money Map’s suggestions, not additional program rules.

  • Ask the trustee whether it supports the intended conversion, how it will report basis and the transaction, and what documentation it needs.
  • Have a qualified tax adviser assess the conversion year, taxable portion and any aid consequences. A general guide cannot select an optimal conversion amount.
